It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.
It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.
The following items are categorized as dutiable shipments by justified urgency:
The material imported must not be for commercial use or resale in Venezuela. Multiple copies of catalogs, magazines, or manuals may be considered commercial material by Customs and therefore are subject to duties and taxes.
Express FOB shipments with a value of $2,000 or less that require the inspection of CADIVI (Currency Exchange Authority), could take up to 15 working days to be process for clearance.
Other documents may be required by customs officials based on the nature of the shipment, such as origin certificates, health related permits, etc. It is recommended the consignee be contacted and documentation required is provided to selected customs brokerage agent prior to departure of any shipments with a value of US$2000.00 or higher.

In addition to a detailed description of each item, write additional comments of "gift shipment" on the invoice and in the Special Instructions box of the UPS Waybill to insure a proper assessment of duties and taxes.
As of July 10, 2013, Venezuelan Customs requires the Original Commercial invoices (NO PROFORMA INVOICES ALLOWED) for importing goods, non compliant goods may be subject to a US$470 fine for each violation and returned. Non-document shipments to Venezuela must include (1) original and (2) copies of the invoice. This must be signed by the shipper.
To avoid customs delays, the invoice should be on company letterhead. The physical contents of the shipment must be in absolute agreement with the information on the invoice, including the declared value, commodity description, and number of pieces.

In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Venezuela.

The customer must to be signed in CADIVI organization who control foreign currency or Explanation Letter from the consignee which should describe how they obtained foreign currency.
Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis. "Personal Effects" must be clearly stated on the invoice and goods description.
